Domestic Energy Assessments & Energy Performance Certificates

The Housing Act 2004 contained a requirement that all homes put up for sale (with some limited exceptions)  must have a Home Information Pack (formerly known as the Seller’s Pack) before marketing of the home starts. 

This pack will include an Energy Performance Certificate (EPC). The Home Information Pack will be compulsory from 1st August 2007 for houses with four or more bedrooms

The EPC must be prepared by a Home Inspector (HI) or Domestic Energy Assessor (DEA) who is a member of an approved Certification or Accreditation Scheme. 

The need for an EPC stems from the  EU Energy Performance of Buildings Directive which requires that all properties sold or let must have an EPC.

DIRECTIVE 2002/91/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL

This directive  is being delivered for marketed sales of residential properties through the Home Information Pack from 1st August  2007. 

The date has yet to be set for the residential rental sector.  


 

 


The assessor will record key information that affects the energy efficiency of a property. Besides the floor area, the depth of insulation in the roof will be measured and the type and efficiency of the boiler recorded. The data is entered into a computer which carries out complex calculations to arrive at a result that is easy to read and understand.

The report will also contain energy saving advice to enable the homeowner to reduce household bills. These include general recommendations applicable to everyone and specific points for that individual property. The proposed measures are only recommendations and a guide value to the possible savings is also given.

 

Energy Performance Certificate

The overall efficiency is shown on a colour bar chart similar to that seen on a new fridge or freezer. The average rating of a new build property is also shown as comparison and the potential rating if the recommended measures are implemented can also be seen.

RDSAP 2005 is based on the full SAP 2005 methodology that is to be used in England and Wales as part of the revised Part 
L building regulations from 6 April 2006.

For non-domestic properties a different methodology (SBEM) has to be used.

What does an EPC cost?

1 bedroom - £110 + VAT

2 bedroom - £120 + VAT

3 bedroom -  £130 + VAT

4 bedroom - £140 + VAT

5 bedroom - £150 + VAT

6 or more - POA

The term "bedroom" includes any room that could reasonably be used as one!
